The study consisted in the preparation of the Municipal Plan for the Integrated Solid Waste Management of the municipality of Mogi das Cruzes, with a population of approximately 390,000 inhabitants. The first stage of the work consisted of carrying out a diagnosis of the municipality's entire public cleaning system, including collection, sweeping, general services, waste transportation and disposal. Based on the results of the diagnosis, growth scenarios and alternatives for waste treatment and final disposal were established. CAPEX and OPEX were estimated for each of the scenarios and the solution to be developed was selected through public discussion, involving the main stakeholders and the population. The conclusions of these discussions resulted in the Integrated Solid Waste Management Plan, with targets for a 30-year planning horizon.
The main services provided were as follows:
1 - Diagnosis of the solid waste situation generated in the respective territory, including the waste origin, volume and characterisation and the forms of destination and final disposal in place; 2 - Identification of favourable areas for an environmentally appropriate final disposal of waste, in compliance with the master plan referred to in Article 182(1) of the Federal Constitution and environmental zoning, if any; 3 - Identification of the possibilities for implementing consortium-based or shared solutions with other municipalities, considering, in the economy of scale criteria, the proximity of the established sites and ways of preventing environmental risks; 4 - Identification of the solid waste and generators subject to a specific management plan pursuant to Article 20 or to a reverse logistics system in the form of Article 33, subject to the provisions of this Law and its regulations, as well as the standards established by the Sisnoma and SNVS bodies; 5 - Operational procedures and minimum specifications to be adopted in the public urban cleaning and solid waste management services, including the environmentally appropriate final disposal of waste, in compliance with Law no. 11.445, 2007; 6 - Operational and environmental performance indicators for public urban cleaning and solid waste management services; 7 - Rules for transportation and other solid waste management stages referred to in Article 20, in compliance with the rules established by the Sisnama and SNVS bodies and other relevant provisions of federal and state legislation; 8 - Definition of responsibilities regarding its implementation and operationalisation, including the stages of the solid waste management plan referred to in Article 20 entrusted to the public authorities; 9 - Technical training programmes and initiatives aimed at its implementation and operationalisation; 10 - Environmental education programmes and initiatives to promote the non-generation, reduction, reuse, and recycling of solid waste.
